City Centre Strategy
Realising a new strategic vision for Ngāmotu-New Plymouth’s city centre. The focus is on enhancing the attraction and facilities in the city centre for both businesses and residents, as well as to boost the appeal to visitors and tourists.

West End Crossing
Final rounds of engagement workshops took place in April-May. Feedback has now been incorporated into the detailed designs that have passed the road safety audit and peer review. This includes consultation with a range of hospitality businesses, local developers, Ngāmotu House and the Govett-Brewster Art Gallery | Len Lye Centre.
Included in the proposal:
- A one-way shared zone on Queen Street with seats and planting.
- Reversal of the direction of the existing one-way route for vehicles on Queen Street with entry from King Street instead of Devon Street.
- Raised zebra crossing located near the western corner of Robe Street to the White Hart.
- Relocation of the existing parking spaces outside the White Hart to nearby streets.
- Addition of five additional parking spaces including two mobility spaces.
- A stone bench designed by Ngāti Te Whiti that creates the look and feel of outdoor gallery seating.
- Elimination of the existing steep road gradient.
The project will create an accessible, pedestrian-friendly, well-lit multi-functional space. Its design will support a range of events, have a dedicated space for large artworks and an innovative lighting display via a projector controlled from the gallery, plus under veranda lighting on the White Hart.
Construction begins in November 2025 and will take 6-7 months.
Huatoki Daylighting
The second City Centre project is the daylighting of the Huatoki. This is enabled by a public-private partnership with developer / landowner Kevin Doody.
First stage is the demolition of the Metro Plaza, which then makes possible the development of adjacent properties on Devon Street and Brougham Street. Designs have been prepared for a public boardwalk with views of the Huatoki and access to the downtown car park. Resource consent has been applied for, and demolition is scheduled to start in January 2026.
Central City greening – replacing trees on Devon Street
‘Greening’ of the city centre is an aspiration within the City Centre Strategy. Over two planting seasons, the ageing Italian alders on Devon Street will be replaced by a mix of street level NZ-native plants. These will occupy a range of garden bed sizes. Eventually all 70 alders will be removed and replaced with native plants, as Council budgets allow.
